12on all ballots for any state office, except district attorney, at a partisan special
13election; and who qualifies for a grant under sub. (2). Where the boundaries of a
14district in which an individual seeks office have been changed since the preceding
15general election such that it is not possible to calculate the exact number of votes that
16are needed by that individual to qualify as an eligible candidate prior to an election
17under this subdivision, the number of votes cast for all candidates for the office at the
18preceding general election in each ward, combination of wards or municipality which
19is wholly contained within the boundaries of the newly formed district shall be
20calculated. If the candidate of the political party on whose ballot or column the
21individual appears in the newly formed district obtained at least 6% of the number
22of votes calculated, the individual is deemed to qualify as an eligible candidate prior
23to the election under this subdivision.

7apportionment and distribution of the moneys under sub. subs. (3) and (4), the
8remaining moneys shall constitute the partisan campaign account.
AB955, s. 28 9Section 28. 11.50 (4) (cm) of the statutes is amended to read:
AB955,13,2010 11.50 (4) (cm) Each eligible candidate for the same office at a special election
11shall receive an equal amount, which amount shall be equivalent to the maximum
12grant which was payable to any candidate for that office at the most recent spring
13or general election. The Except in the case of a candidate for member of the board
14of regents of the University of Wisconsin System, the
amount shall be drawn from
15the senate campaign account and the assembly campaign account in the same
16proportions as the balance in each account bears to the total balance in both accounts
17at the time that payments are made. Whenever there are insufficient moneys in the
18senate campaign account and the assembly campaign account to make the payments
19required by this paragraph, payments shall be appropriately reduced or
20discontinued by the board.
AB955, s. 29 21Section 29. 11.50 (7) (intro.) of the statutes is amended to read:
AB955,14,222 11.50 (7) Utilization. (intro.) Grants distributed under this section may be
23utilized only for deposit in a campaign depository account under s. 11.10. Grants A
24grant received by a candidate for the office of member of the board of regents of the
25University of Wisconsin System may be expended for any lawful political purpose.

AB955, s. 30 3Section 30. 11.50 (9) of the statutes is amended to read:
AB955,14,174 11.50 (9) Limitation on grants. The total grant available to an eligible
5candidate for the office of member of the board of regents of the University of
6Wisconsin System may not exceed that amount which, when added to all other
7contributions accepted from other sources that are disbursed or lawfully disbursable
8under s. 11.25 (1x), is equal to 100% of the disbursement level prescribed for that
9office at the spring election under s. 11.31. The total grant available to an eligible
10candidate for any other office
may not exceed that amount which, when added to all
11other contributions accepted from sources other than individuals, political party
12committees and legislative campaign committees, is equal to 45% of the
13disbursement level specified for the applicable office under s. 11.31. The board shall
14scrutinize accounts and reports and records kept under this chapter to assure that
15applicable limitations under ss. 11.26 (9) and 11.31 are not exceeded and any
16violation is reported. No candidate or campaign treasurer may accept grants
17exceeding the amount authorized by this subsection.
AB955, s. 31 18Section 31. 15.07 (1) (a) 7. of the statutes is created to read:

20System shall be selected as provided in s. 15.91.
AB955, s. 32 21Section 32. 15.07 (1) (cm) of the statutes is amended to read:
AB955,15,922 15.07 (1) (cm) The term of one member of the ethics board shall expire on each
23May 1. The terms of 3 members of the development finance board appointed under
24s. 15.155 (1) (a) 6. shall expire on May 1 of every even-numbered year and the terms
25of the other 3 members appointed under s. 15.155 (1) (a) 6. shall expire on May 1 of

1every odd-numbered year. The terms of the 3 members of the land and water
2conservation board appointed under s. 15.135 (4) (b) 2. shall expire on January 1.
3The term of the member of the land and water conservation board appointed under
4s. 15.135 (4) (b) 2m. shall expire on May 1 of an even-numbered year. The terms of
5members of the real estate board shall expire on July 1. The terms of the appraiser
6members of the real estate appraisers board and the terms of the auctioneer and
7auction company representative members of the auctioneer board shall expire on
8May 1 in an even-numbered year. The terms of the members of the board of regents
9of the University of Wisconsin System shall expire on July 1.
AB955, s. 33 10Section 33. 15.07 (5) (intro.) of the statutes is amended to read:
AB955,15,2011 15.07 (5) Reimbursement for expenses; compensation. (intro.) Except as
12provided in sub. (5m), the members of each board shall be reimbursed for their actual
13and necessary expenses incurred in the performance of their duties, such
14reimbursement in the case of an officer or employe of this state who represents an
15agency as a member of a board to be paid by the agency which pays the member's
16salary. The members shall receive no compensation for their services, except that the
17following members of boards, except full-time state officers or employes, also shall
18be paid the a per diem stated below for each day on which they were actually and
19necessarily engaged in the performance of their duties or an annual stipend, as

7There is created a board of regents of the University of Wisconsin System consisting
8of the state superintendent of public instruction, the president, or by his or her
9designation another member, of the technical college system board and 14 citizen
10members appointed for staggered 7-year terms, and a student enrolled at least
11half-time and in good academic standing at an institution within the University of
12Wisconsin System who is at least 18 years old and a resident of this state, for a 2-year
13term. The student member may be selected from recommendations made by elected
14representatives of student governments at institutions within the University of
15Wisconsin System. The governor may not appoint a student member from the same
16institution in any 2 consecutive terms. If the student member loses the status upon
17which the appointment was based, he or she shall cease to be a member of the board
18of regents
15 members. Nine members shall be electors of this state who shall be
19elected one from each congressional district, 4 members shall be full-time or
20part-time students who are enrolled at an institution or college campus within the
21University of Wisconsin System, one of whom shall be elected in the manner
22prescribed by rule under s. 36.115 (1) from each of 4 student regent districts
23established by rule under s. 36.115 (1); one member shall be an elector of this state
24appointed by the technical college system board; and one member shall be the state
25superintendent of public instruction. The members elected from each congressional

1district and the member appointed by the technical college system board shall serve
2for 4-year terms. The student members shall serve for 2-year terms. If a student
3member of the board ceases to be enrolled as a student, the office of that member is
4vacant
.

6vacancy occurs in the office of a member who is elected from a congressional district
7and the vacancy occurs after December 1 in the 2nd year preceding expiration of the
8term of office of that member, the member so appointed shall serve for the residue
9of the unexpired term; and if the vacancy occurs in the office of a member who is
10elected from a student regent district and the vacancy occurs after October 1 in the
11year preceding the expiration of the term of office of that member, the member so
12appointed shall serve for the residue of the unexpired term.
AB955, s. 41 13Section 41. 20.855 (4) (ba) of the statutes is created to read:
AB955,18,2014 20.855 (4) (ba) Election fund supplement. A sum sufficient to supplement the
15board of regents account of the Wisconsin election campaign fund for the purpose of
16enabling all eligible candidates for member of the board of regents of the University
17of Wisconsin System to receive the maximum grant for which the candidates qualify
18under s. 11.50 (9), to be transferred from the general fund to the Wisconsin election
19campaign fund no later than the time required to enable timely payments to be made
20under s. 11.50 (5).
AB955, s. 42 21Section 42. 25.42 of the statutes is amended to read:
AB955,19,2 2225.42 Wisconsin election campaign fund. All moneys appropriated under
23s. 20.855 (4) (b) and (ba) together with all moneys reverting to the state under s. 11.50
24(8) and all gifts, bequests and devises received under s. 11.50 (13) constitute the
25Wisconsin election campaign fund, to be expended for the purposes of s. 11.50. All

1moneys in the fund not disbursed by the state treasurer shall continue to accumulate
2indefinitely.
AB955, s. 43 3Section 43. 36.115 of the statutes is created to read:
AB955,19,23 436.115 Student members of board. (1) The board shall by rule prescribe
5a method whereby all full-time and part-time students who are enrolled at an
6institution or college campus are permitted to elect, by secret ballot, the individuals
7who are to serve as members of the board representing those students under s. 15.91.
8The rules shall include a method for determining whether an individual is enrolled
9for purposes of s. 15.91 and shall specify that if an individual ceases to be enrolled
10due to graduation during the spring semester, for the purpose of s. 15.91 the
11individual ceases to be enrolled effective July 1 following that semester. The rules
12shall divide this state into 4 student regent districts, as provided in sub. (2), from
13which the student members are elected. The rules shall include a procedure for
14adjusting the student regent districts in 2010, and decennially thereafter, for the
15purpose of elections held on or after January 1 of the 2nd year following the
16adjustment, in order to ensure that the districts contain a substantially equal
17aggregate number of full-time and part-time students who are enrolled at an
18institution or college campus. The rules shall prescribe a method for holding
19elections to fill vacancies in offices of members of the board representing students
20under s. 15.91, subject to s. 17.19 (3t). The board shall supervise the conduct of these
21elections and shall determine and certify the names of the candidates who are
22elected. For purposes of voting eligibility in any such election, student status shall
23be determined as of the day of the election.
AB955,19,25 24(2) Unless adjusted under the procedure established by rule under sub. (1), the
25rules promulgated under sub. (1) shall create the following student regent districts:

8Point, University of Wisconsin-La Crosse, University of Wisconsin-Oshkosh,
9University of Wisconsin-Manitowoc, University of Wisconsin-Fond du Lac,
10University of Wisconsin-Sheboygan, University of Wisconsin-Baraboo/Sauk
11County, University of Wisconsin-Washington County, University of
12Wisconsin-Richland, University of Wisconsin-Platteville and University of
13Wisconsin-Rock County.
AB955,20,1414 (c) Student regent district 3, containing the University of Wisconsin-Madison.
AB955,20,1715 (d) Student regent district 4, containing the University of
16Wisconsin-Milwaukee, University of Wisconsin-Waukesha, University of
17Wisconsin-Whitewater and University of Wisconsin-Parkside.
AB955,21,9 18(3) The rules promulgated under sub. (1) shall provide for a primary election
19to be held if more than 2 candidates qualify to have their names appear on the ballot
20for any seat on the board at the election. The rules shall prohibit any candidate from
21accepting a contribution of more than $100 in amount or value and shall prohibit any
22candidate from accepting more than 25% of the total value of contributions received
23by the candidate from sources other than individuals, calculated separately for the
24election campaign period and the primary campaign period, if any. The rules shall
25provide for any candidate in any election held under this section to be eligible to

1receive a grant of $9,000 for the purpose of financing his or her election campaign if
2the candidate agrees not to expend more than that amount in the election campaign
3and the candidate agrees not to accept any contribution from any other source during
4the election campaign period, except to retire a debt incurred prior to the date of the
5primary election or the date that the primary election would be held, if a primary
6were required. Grants provided under this subsection shall be paid from the
7appropriation under s. 20.285 (1) (a). Any person who violates a rule promulgated
8under this subsection may be required to forfeit not more than $500 for each
9violation.
AB955, s. 44 10Section 44. Nonstatutory provisions; initial terms.
AB955,21,1311 (1) All members of the board of regents of the University of Wisconsin System
12holding office on the effective date of this subsection shall cease to hold office on July
131 of the year following the effective date of this subsection.
AB955,21,1614 (2) Notwithstanding section 15.91 of the statutes, as affected by this act, in the
15year following the effective date of this subsection, 15 new members of the board of
16regents shall be chosen as follows:
AB955,21,1817 (a) At the spring election in that year, 9 members shall be elected by the electors
18of this state, one from each congressional district, to serve for the following terms:
AB955,21,20 191. Four members elected from congressional districts 1, 2, 3 and 4 shall serve
20for 2-year terms commencing on July 1 following their election.
AB955,21,22 212. Five members elected from congressional districts 5, 6, 7, 8 and 9 shall serve
22for 4-year terms commencing on July 1 following their election.
AB955,22,223 (b) Four members shall be elected in that year to represent the students who
24are enrolled at the institutions within the University of Wisconsin System, in the

1manner prescribed under section 36.115 (1) of the statutes, as created by this act,
2except that of the members who are initially elected:
AB955,22,4 31. Two members elected from student regent districts 1 and 2 shall serve for
4one-year terms commencing on July 1 following their election.
AB955,22,6 52. Two members elected from student regent districts 3 and 4 shall serve for
62-year terms commencing on July 1 following their election.
AB955,22,87 (c) One member shall be appointed by the technical college system board and
8shall serve for a 4-year term commencing on July 1 of that year.
AB955,22,109 (d) One member shall be the state superintendent of public instruction and
10shall serve for a 4-year term commencing on July 1 of that year.
AB955, s. 45 11Section 45. Effective date.
